Carlos Andrés Cotes Maya (Valledupar, Cesar, 17 de diciembre de 1974), es un Administrador Financiero y de Sistemas, colombiano, especialista en Gerencia Pública, y en Política de Defensa y Seguridad Internacional, Maestrante en Gerencia para el Desarrollo. Se ha destacado por su trayectoria en la administración pública, la seguridad ciudadana y la defensa nacional e internacional, desempeñando importantes cargos de dirección, asesoría y representación política.

A lo largo de su carrera ha ocupado posiciones de relevancia en el sector público, entre ellas concejal de Valledupar, presidente del Concejo Municipal de Valledupar, secretario de Gobierno del Departamento del Cesar y líder financiero del Ministerio de Tecnologías de la Información y las Comunicaciones (MinTIC). Actualmente se desempeña como asesor en seguridad ciudadana de la Gobernación del Cesar, participando en la formulación, articulación y seguimiento de estrategias para el fortalecimiento de la seguridad y la convivencia ciudadana.

Es Oficial Profesional de Reserva del Ejército Nacional de Colombia, donde ostenta el grado de Teniente Coronel (POR). Ha ejercido en el año 2021 como comandante del BAAMI del Batallón de Apoyo y Servicios para el Combate N.º 10 “Cacique Upar” y cuenta con cursos de formación  en inteligencia táctica militar, Operaciones Psicológicas (OPSIC), gestión del riesgo de desastres, y sistemas de videovigilancia (CCTV), entre otros campos relacionados con la seguridad y defensa.

En el ámbito académico posee estudios de posgrado en Gerencia Pública y en Política de Defensa y Seguridad Internacional de la Universidad Externado de Colombia. Asimismo, ha complementado su formación con diplomados en seguridad, Gestión del Riesgo de Desastres y liderazgo institucional, y ha cursado el programa ejecutivo internacional en seguridad y combate contra el crimen organizado transnacional.

Su trayectoria internacional incluye estudios avanzados en seguridad ciudadana en Brasil e Israel. En este último país fue beneficiario de una beca otorgada por el Gobierno de Israel para cursar altos estudios en el programa de Proyectos Municipales de Seguridad Ciudadana en Beit Berl College–Histadrut, en Kfar Saba, y en Tel-Hai College, ciudad Kiryat Shmona. De igual manera, realizó formación en "fortaleza comunitaria en periodos de crisis",  así como en el modelo israelí de "voluntariado" comunitario, impartida por Histadrut – Israel.

Por su servicio institucional y aporte al fortalecimiento de la seguridad y la convivencia ciudadana, ha sido distinguido con diversas condecoraciones, entre ellas la Medalla Militar “Fe en la Causa”, la Medalla “Santa Bárbara”, la Medalla al Mérito de la Reserva del Ejército Nacional, el Mérito Ciudadano de la Policía Nacional y una distinción especial otorgada por Migración Colombia.

Desde temprana edad mostró una marcada inclinación por la música y el deporte. Aprendió a interpretar el violín y la guitarra, cultivando además el canto vallenato tradicional. En su juventud integró la selección juvenil de fútbol del Cesar, destacándose como deportista competitivo.

En el escenario político ha sido candidato al Concejo Municipal de Valledupar en los años 2007, 2011 y 2015. Fue presidente del concejo de Valledupar durante el período 2013 y vicepresidente  en el 2015, impulsando iniciativas orientadas al fortalecimiento institucional y al desarrollo local.

Como experto y articulador de políticas de seguridad y defensa, mantiene una activa relación con entidades del orden nacional, organismos de seguridad, Fuerzas Militares, Policía Nacional y autoridades territoriales, promoviendo acciones coordinadas para la preservación del orden público, manejo de inteligencia, y la protección de las comunidades.

Carlos Andrés Cotes Maya (Valledupar, Cesar, Colombia, December 17, 1974) is a Colombian Financial and Systems Administrator, with postgraduate specializations in Public Management and International Defense and Security Policy, and is currently pursuing a Master's degree in Development Management. He has built a distinguished career in public administration, citizen security, and national and international defense, holding important leadership, advisory, and political representation positions.

Throughout his career, he has held significant positions in the public sector, including Councilman of Valledupar, President of the Municipal Council of Valledupar, Secretary of Government of the Department of Cesar, and Financial Leader at the Ministry of Information and Communications Technologies (MinTIC). He currently serves as an advisor on citizen security to the Government of the Department of Cesar, participating in the formulation, coordination, and monitoring of strategies aimed at strengthening security and peaceful coexistence.

He is a Professional Reserve Officer of the Colombian National Army, holding the rank of Lieutenant Colonel (POR). In 2021, he served as Commander of the BAAMI of the 10th Combat Support and Services Battalion “Cacique Upar.” He has completed training in military tactical intelligence, Psychological Operations (PSYOPS), disaster risk management, and closed-circuit television (CCTV) surveillance systems, among other fields related to security and defense.

In Israel, he was awarded a scholarship by the Government of Israel to pursue advanced studies in the Municipal Citizen Security Projects program at Beit Berl College–Histadrut in Kfar Saba and at Tel-Hai College in Kiryat Shmona. He also completed training in “Community Resilience in Times of Crisis,” as well as in the Israeli model of community “volunteerism,” provided by Histadrut – Israel.

In recognition of his institutional service and contribution to strengthening security and peaceful coexistence, he has received several decorations and distinctions, including the “Faith in the Cause” Military Medal, the “Santa Bárbara” Medal, the National Army Reserve Merit Medal, the National Police Citizen Merit Award, and a special distinction granted by Migración Colombia.

From an early age, he demonstrated a strong inclination toward music and sports. He learned to play the violin and guitar and also developed a passion for traditional vallenato singing. During his youth, he was a member of the Cesar youth soccer team, distinguishing himself as a competitive athlete.

In the political arena, he ran for the Municipal Council of Valledupar in 2007, 2011, and 2015. He served as President of the Valledupar Municipal Council in 2013 and as Vice President in 2015, promoting initiatives aimed at strengthening institutions and fostering local development.

מבחינה אקדמית, הוא השלים לימודי תואר שני בניהול ציבורי ובמדיניות הגנה וביטחון בינלאומי באוניברסיטת אקסטרנאדו דה קולומביה. בנוסף, השלים את הכשרתו המקצועית באמצעות תוכניות מתקדמות בתחומי הביטחון, ניהול סיכוני אסונות ומנהיגות מוסדית, וכן השתתף בתוכנית מנהלים בינלאומית בתחום הביטחון והמאבק בפשיעה המאורגנת חוצת־הגבולות.

ניסיונו האקדמי והמקצועי הבינלאומי כולל לימודים מתקדמים בתחום ביטחון האזרחים בברזיל ובישראל. בישראל זכה במלגה מטעם ממשלת ישראל ללימודים מתקדמים במסגרת התוכנית לפרויקטים עירוניים לביטחון האזרחים במכללת בית ברל–הסתדרות, בכפר סבא, ובמכללת תל־חי, בקריית שמונה. כמו כן, עבר הכשרה בנושא “חוסן קהילתי בתקופות משבר”, וכן בנושא מודל ה“התנדבות” הקהילתית הישראלי, במסגרת ההסתדרות – ישראל.

בהוקרה על שירותו המוסדי ועל תרומתו לחיזוק הביטחון והדו־קיום האזרחי, זכה במספר עיטורים והוקרות, ובהם המדליה הצבאית “אמונה במשימה”, מדליית “סנטה ברברה”, מדליית ההצטיינות של מערך המילואים של הצבא הלאומי, אות ההצטיינות האזרחית של המשטרה הלאומית, וכן אות הוקרה מיוחד מטעם Migración Colombia.

מגיל צעיר גילה נטייה בולטת למוזיקה ולספורט. הוא למד לנגן בכינור ובגיטרה, ופיתח גם אהבה לשירה מסורתית בסגנון ולנאטו. בצעירותו היה חבר בנבחרת הכדורגל הצעירה של מחוז ססאר, והצטיין כספורטאי תחרותי.

בזירה הפוליטית התמודד על מקום במועצה העירונית של ולדופאר בשנים 2007, 2011 ו־2015. בשנת 2013 כיהן כנשיא המועצה העירונית של ולדופאר, ובשנת 2015 כסגן נשיא המועצה, תוך קידום יוזמות שנועדו לחזק את המוסדות ולתרום לפיתוח המקומי.

כמומחה וכמתאם מדיניות בתחומי הביטחון וההגנה, הוא מקיים קשר מקצועי פעיל עם מוסדות ממשלתיים ברמה הלאומית, גופי ביטחון, הכוחות המזוינים, המשטרה הלאומית והרשויות המקומיות, ומקדם פעולות מתואמות לשמירה על הסדר הציבורי, לניהול מודיעין ולהגנה על הקהילות.
